India's digital payment landscape is entering a new phase of maturity.
As of October 15, 2026, the government is introducing a measured adjustment to ensure the long-term sustainability of this infrastructure.
Under the new framework, a 0.4% Merchant Discount Rate (MDR) will apply only to Person-to-Merchant (P2M) UPI transactions exceeding ₹2,000.
Importantly, the government has emphasized that everyday consumers remain protected, as these fees cannot be passed on to them.
Furthermore, all Person-to-Person (P2P) transfers, small merchant transactions under ₹2,000, and RuPay debit card payments remain entirely free.
This strategic shift acknowledges that while the initial 'zero-fee' era was essential for growth, the payment ecosystem now requires funding for cybersecurity and technological innovation.
With only about 4% of merchant transactions expected to be affected, the move balances the needs of small businesses with the financial requirements of the digital networks that keep India’s economy moving.
