In September 2026, the Scottish Parliament addressed the rapid growth of AI infrastructure by debating a proposed moratorium on new, large-scale data centers.
Campaigners and the Scottish Greens argued that the 24 proposed 'hyperscale' projects, which could consume 6,000MW of power, threatened Scotland's energy grid, water resources, and climate goals.
While the Parliament ultimately rejected an outright ban, they opted for a strategic middle ground.
MSPs voted to implement a temporary pause on planning decisions, lasting up to one year, until the government establishes formal national guidance.
The Scottish Government acknowledged the necessity of stricter regulations, noting that future hyperscale developments will require rigorous environmental impact assessments.
By slowing down the current 'gold rush' for data centers, the Scottish government aims to develop a national strategy that defines sustainable, 'green' data infrastructure.
Although some groups have criticized the response as minimal, the move signals a commitment to balancing technological advancement with the protection of Scotland's vital environmental and utility infrastructure.
