埃及已正式於明亞省啟動其雄心勃勃的「全民健康保險制度」第二階段。
Egypt has officially launched the second phase of its ambitious Universal Health Insurance System in the Minya Governorate.
這項植根於2018年醫療改革法的國家倡議,旨在為所有公民提供公平且永續的醫療保障。
This national initiative, rooted in the 2018 healthcare reform law, seeks to provide equitable and sustainable medical coverage for all citizens.
明亞省作為此第二階段的核心試點地區,目標服務約七百萬居民。
Minya acts as a pivotal pilot region for this second phase, which aims to serve approximately seven million residents.
為準備此次推行,埃及政府已投入超過100億埃及鎊,用於升級當地醫療基礎設施。
To prepare for this rollout, the Egyptian government has invested over EGP 10 billion into upgrading local healthcare infrastructure.
這包括翻修多家醫院以增加超過1,500張病床,並配備60所基層醫療機構。
This includes renovating numerous hospitals to add over 1,500 beds and equipping 60 primary healthcare facilities.
此階段的一個顯著特點是聚焦於數位轉型。
A standout feature of this phase is the focus on digital transformation.
在明亞省於2026年6月開始為期一年的試行後,該制度最終將擴展至其他四個省份。
Following a successful one-year trial in Minya beginning in June 2026, the system will eventually expand to cover four additional governorates.

With over 12 million citizens targeted in this phase, the expansion represents a significant step forward in Egypt's mission to modernize its medical sector and ensure that healthcare remains accessible to everyone, regardless of their financial status.
