非洲是人口販運的來源地、中轉站及目的地，販運者利用當地的貧困、衝突和行政軟弱進行剝削；非盟已從象徵性的行動轉向具體的政策，例如二〇〇六年的「瓦加杜古行動計畫」以及二〇〇九年的「非盟承諾」(AU.COMMIT)倡議；二〇一九年成立的「大陸運作中心」更進一步改善了情報共享與跨境合作。
