The project, led by America First Refining (AFR) with reported involvement from India’s Reliance Industries, has generated significant headlines due to a $300 billion price tag.

Instead, the $300 billion represents the estimated value of a 20-year offtake agreement, covering the purchase of shale oil and the sale of refined products over two decades.
