UN Pandemic Treaty Negotiations Stall Over Policy Disputes

As of September 2026, the UN Pandemic Treaty, also known as the WHO Pandemic Agreement, remains in diplomatic limbo.
Although adopted in principle in May 2025, the treaty has yet to take effect as international law due to significant policy disagreements.
The primary hurdle is the Pathogen Access and Benefit Sharing (PABS) system.
This system is designed to balance the rapid sharing of genetic sequences from new pathogens with the equitable distribution of vaccines and treatments.
However, negotiations are stuck on how to harmonize this with intellectual property rights and technology transfer.
Further complicating matters is the withdrawal of the United States from the WHO in early 2026, alongside ongoing debates about national sovereignty and vaccine liability.
