On June 17, 2026, the Philippine Congress held a special session to address a legislative backlog and resolve a growing Senate leadership crisis.
This power struggle began on May 11, 2026, when Alan Peter Cayetano became Senate President, succeeding Vicente Sotto III.
However, his brief 37-day tenure faced significant instability.
Tensions culminated on June 3, when a rival bloc of senators, citing the 1949 Avelino v.
Cuenco ruling on quorum, declared Senate positions vacant and installed Sherwin Gatchalian as the acting leader.
To resolve the impasse, President Ferdinand Marcos Jr. convened the special session to break the deadlock and advance urgent national agenda items, including anti-political dynasty laws and the Assistance to Individuals in Crisis Situation Act.
The session proved successful, as Sherwin Gatchalian was formally elected Senate President with 13 votes.
This crucial intervention by the executive branch not only restored legislative functionality but also allowed for the confirmation of pending military appointments, effectively ending a two-week period of uncertainty and ensuring that government business could resume.
