India eliminates fees on UPI and RuPay digital payments

India's digital payment landscape is entering a new phase of maturity.
Since 2020, the country has championed a zero-fee model for UPI and RuPay, which successfully drove massive adoption across the nation.
As of October 15, 2026, the government is introducing a measured adjustment to ensure the long-term sustainability of this infrastructure.
Importantly, the government has emphasized that everyday consumers remain protected, as these fees cannot be passed on to them.
This strategic shift acknowledges that while the initial 'zero-fee' era was essential for growth, the payment ecosystem now requires funding for cybersecurity and technological innovation.
With only about 4% of merchant transactions expected to be affected, the move balances the needs of small businesses with the financial requirements of the digital networks that keep India’s economy moving.
