WTO members adopt new global digital trade rules
On March 28, 2026, the World Trade Organization (WTO) marked a historic shift in global commerce.
At the 14th Ministerial Conference in Yaoundé, 66 members adopted the WTO Agreement on Electronic Commerce (ECA).
Historically, the WTO required consensus from all 166 members, a process often paralyzed by geopolitical disagreement.
By adopting a "coalition of the willing" approach—an idea championed by co-convenors Singapore, Australia, and Japan—these 66 nations, representing 70% of global trade, are moving forward despite resistance from other members.
While the goal remains eventual universal adoption, this agreement reflects a new era of plurilateral diplomacy.
By prioritizing progress over total unanimity, the WTO is adapting to the realities of a fragmented global economy, ensuring that digital trade rules can evolve alongside the rapid growth of the digital landscape.
